Job Description
Overview:
The Deputy Director of the Directorate of Information Services (DOIS) at the University of Duhok plays a pivotal role in supporting the strategic leadership and operational management of the DOIS. The Deputy Director assists the Director in overseeing the university's IT infrastructure, digital transformation initiatives, and the development of services that enhance academic, research, and administrative functions. This position requires a strong understanding of technology, leadership, and the needs of a higher education institution.
Key Responsibilities:
Strategic Leadership Support:
Work closely with the Director to develop and implement the University’s IT and digital transformation strategy. Assist in aligning IT services with the University’s academic and administrative goals.Operational Oversight:
Manage the daily operations of the DOIS, ensuring that all IT systems and services function efficiently. Oversee the delivery of IT services, including technical support, network infrastructure, and software applications.Team Leadership & Development:
Provide leadership and guidance to department managers and IT staff. Foster a collaborative work environment and ensure professional development opportunities are available to build a high-performing team.Project Management:
Lead and manage IT projects that contribute to the University's digital transformation. Ensure projects are delivered on time, within scope, and aligned with strategic objectives.Collaboration & Stakeholder Engagement:
Work with university departments, including academic units, administration, and research centres, to understand and address their IT needs. Act as a liaison between DOIS and other university stakeholders to ensure effective communication and collaboration.Security & Compliance:
Support the Director in maintaining the security and integrity of the University’s IT infrastructure. Ensure compliance with data protection regulations and the University's IT policies.Budget & Resource Management:
Assist in managing the DOIS budget, ensuring that resources are allocated efficiently to meet the department’s operational and strategic needs.Innovation & Digital Culture:
Promote the adoption of innovative technologies and digital tools across the University. Foster a culture of digital literacy and innovation within DOIS and the wider university community.
Required Skills and Experience:
Technical Expertise: Comprehensive understanding of IT infrastructure, network systems, and emerging digital technologies relevant to higher education.
Leadership: Proven experience in managing IT teams and leading complex projects. Strong leadership, mentorship, and team-building skills.
Strategic Thinking: Ability to support the development and execution of long-term IT strategies that align with institutional goals.
Communication: Excellent verbal and written communication skills, with the ability to effectively engage with academic, administrative, and technical staff.
Problem-Solving: Strong analytical skills, with the ability to troubleshoot complex issues and implement effective solutions.
Project Management: Demonstrated experience in managing multiple projects, with a focus on meeting deadlines and achieving outcomes.
Preferred Qualifications:
Higher Education Experience:
Familiarity with the specific IT challenges and needs within a university environment.Digital Transformation:
Experience with large-scale digital transformation initiatives, including the implementation of cloud services, online learning platforms, or data management systems.
